October 2025 Minutes

MINUTES OF THE MEETING OF THE COUNCIL

OF FOREMAN, ARKANSAS

October 20, 2025

The City Council of Foreman, Arkansas met in regular session October 2025, in the Foreman Community Center. The following were present: Mayor Bill Harp, Council members Alana Cody, Joyce Green, Jacqueline Wiseman, Treasurer Ashley Osborne, Recorder Michelle Harp.

ABSENT: Tommy McDonald, Mike McKee, Joe Green

CALL TO ORDER: 

The meeting was called to order by Mayor Harp, followed by prayer from Council Member Joyce Green. This was followed by the reciting of the Pledge of Allegiance.

REVIEW & APPROVAL OF MINUTES:

The August minutes were reviewed and approved by the Council with a motion by Cody and seconded by J. Green. Motion carried.  No meeting in September.

REVIEW & APPROVAL OF FINANCIALS:

The financials for August and September were reviewed and approved by the Council with a motion by Cody and seconded by J. Green.  Motion Carried.

CITIZEN’S COMMENTS:

Did not show up.

OLD BUSINESS:

The mayor brought up the purchase of the steam cleaner to be used primarily by the sanitation department.  Council member Wiseman made a motion to purchase it, and Cody seconded the motion.  Motion Carried.

NEW BUSINESS:

The Legislative Audit was discussed.  No findings were found.

INDIVIDUAL ANNOUNCEMENTS:

The Pecan Festival was a success.

The work at the sewer pond is progressing.

The hydrants are installed.

The water department will proceed with a tax garnishment to collect past due bills.

ADJOURNMENT:

A motion was made by Council Member Wiseman, seconded by Council Member Joyce Green to adjourn the meeting. Motion carried. Meeting was adjourned at 5:06 p.m.

Christmas at Fair Barn planning

Planning is underway for the annual

Christmas at the Fair Barn event in Foreman. Date this

year is Saturday, November 29th from 9:00 am-4:00

pm at the Little River County Fair Barn, 209 South

Madden Street in Foreman and is hosted by the Little

River County Fair Association.

4th Annual Rocky Comfort Pecan Festival Little River Bake-off

Saturday, October 18th. All entries must contain pecans. Judging

begins at noon. All entries must be entered no later than 11:30

am. One time entry fee of $10. Please reach out to Ashley Elmore

Categories include Candy, Cookies, Cakes, Breads, & Pies. 1st

4th Annual Rocky Comfort Pecan Festival Car Show 

4th Annual Rocky Comfort Pecan Festival Car Show Saturday,

October 18th in downtown Foreman. Entry fee is $20. Registration

at 8:00 am, show time 9:00 am-1:00 pm. Door prizes, goody bags,

50/50 pot, food and craft vendors, trailer parking. Contact the

Foreman Community Foundation on their Facebook page.

Rocky Comfort Pecan Festival Reminder

The 4th Annual Rocky Comfort Pecan Festival is Saturday, October

18th from 9:00 am-11:00 pm. Activities include pecans, food

court, wild game cook-off, hay bale toss, 5k Run, music all day,

face painting, street dance, haunted house, classic car show, craft

vendors, kids zone, farmers’ market, mechanical bull ride, and

costume pet parade. Activities in downtown Foreman around 126

Schuman Street. Coordinated by Foreman Community Foundation

New Trash Pickup Schedule.

The trash pickup schedule for the city of Foreman will change to the following days starting next week, 08/18/2025.

North of the railroad tracks will be picked up on Wednesdays.

South of the railroad tracks will be picked up on Tuesdays.

Commercial and Class A will remain the same.
